There is no 'problem' with shop brought bedding containing plant fibres as they are made of exactly the same thing as most other 'tissues' and 'papers' - which is usually called 'wood pulp' or 'plant-based fibres' as of course wood is a type of fiber from trees which are a plant. Wool bedding is a totally different material.
What is often said about shop brought bedding (for gerbils) is that you need to either buy the diced bedding or tear up the longer bedding to avoid your leg-tangling issue, it's not about what they are made of. I have had many small pets and (thankfully) have never had any of them die or lose limbs from bedding entanglement. It must just be a one-off issue that can happen sometimes but more bad luck than anything.
