So I want to make my own tank topper. I would like to use wood because (in my opinion at least) it looks better and is altogether sturdier. My question is, how can I identify whether the wood I use is treated or untreated? We have a whole bunch in our garage and it would be a waste to buy new wood. And how can I identify Cedar wood (so I can avoid it)?

If it's milled lumber or molding, it will almost always be kiln dried white pine or kiln dried fir. Oak, maple, poplar, aspen, and ash are other common lumber species. All of these are gerbil safe.
Treated lumber usually has a greenish color throughout. Cut off a piece from the end to check. Cedar has a distinctive pine fresh smell that lasts for decades. You may have to cut off an end to check if the wood is old. Hope this helps.
