i am looking into getting a pair of gerbils after christmas, I want to save for a 20 long tank topper for my 20 long, but I read there is a 10 gallon per gerbil max and this would be twice that space, would this cause issues?

I think a 20 gallon long is perfect for two male gerbils. It works well with my boys. A topper is like the cherry on top.

I heard there is a risk of declanning if the cage is too big.

20g is recommended for the room for them to be able to live in toppers do not count towards gallons at all as they are just extensions and not really livable spaces more just an exploring area my 2 boys live in a 45 Imperial gallon / 54 US gallon tank with a 20 gallon topper on top of that as well with no problems at all.
I think with 2 gerbils you only really have a high risk of declanning if you section of parts of the tank to make it feel like different "rooms" so that sometimes one might try and claim a certain area theirs but if it's open generally shouldn't have any issues with 2.

I think I will start with a 10 gallon with topper and make sure they are bonded before buying the topper for the 20 long.

If you want to start with a 10g, that's fine, but I've never heard of gerbils having "too much" space. Maybe at some point they would, causing a declan, but I think a 20g with a topper is far below that point. Up to you though.

I just think bonding will be less optional in the smaller space. I am saving for the 20 long topper as soon as I get my turtles new heaters.
