I posted a thread many months ago asking the same question, I discovered it was excitement or annoyance that caused the tail wag.

I am guessing they do that when they are nervous from sounds, shades and/or other gerbil nearby they are not happy with

Narik does this sometimes. I read that it can be linked to the foot-thumping behaviour that they do, which can be a warning to say 'back off!' - or excitement. I've noticed that Narik tends to do it when he's worried, but he hasn't done it for a while now... plenty of treats have persuaded him that I'm not scary! ^_^

Maximus sometimes wags his tail when he knows I am about to let him out of the cage, so it is definately an excitement thing for him, because he loves getting out and he starts pacing around the cage about a half hour before it is time to go out- I call it his "I want out dance" lol

It can be excitement or happiness (like a dog) or nervousness
