It is used by lots of people as a substrate - but do just remember that it is really designed for water retention (often to retain humidity in exotic enclosures) and so any areas of your gerbil enclosure that store food or are used as a toilet may well start to sweat up and swell up with moisture more easily than other substrates - especially with our less-frequent enclosure cleans - as these things can be overlooked.
There is nothing dangerous about it in of itself - and when kept super dry and aerated - it is really fun for them to dig in - although it goes everywhere as it is so light.
