Whenever I feed my gerbils, they go straight for the tasty bits and ignore the bits they don't like. If I don't refill when the tasty bits are gone, they'll go hungry rather than eat what's left. Is this normal? How do I handle this?

Hello - and welcome to the world of picky gerbils!!
So, you have two main choices here:
Firstly - feed them smaller amounts of the same food and feed less frequently Secondly - find another food that they eat more of - or go for a fully extruded pellet so they can't choose
Either way, you could save the tasty bits for treats to keep up contact and make sure you see them at least eat something.
Are they losing weight at all - as if they aren't - then perhaps they don't need such a volume of food or thos missing parts? Chck out the ingredients on the food and try to identify the bits they aren't eating - that way you might spot a pattern if you swap to another food and so learn which food to avoid?
