It does'nt sound like a healthy and normally developed pup to me, but there is not much, you can do about it. If the mom looks pregnant again, then you should think about taking dad out. Unless you want more litters

If mom is pregnant again and this pup survives then you can leave her in with mom to help with the next litter, and take out the dad. If this pup doesn't survive and mom is pregnant again, then it might be best to leave dad in with her to help raise the litter and let them have another after that. Then you could take out the dad and leave a surviving girl from the litter to help mom.
If mom is pregnant again then she could possibly have another litter anytime now. Gerbils mate again immediately after birth, and gestation for a nursing mom is usually slowed down (anywhere from normal time up to 43 days). The pup is about a month old, correct?

She doesn't look well to me either. That's not what I expect to see in 4 week old pups. I don't think her biggest problem is being cold. I would consider a trip to the vet. She's quite likely not going to make it.

But three other pups from the same litter died recently, right? Usually if pups die it is within the first week - not as late as four weeks. There must be something wrong with them. Are both parents strong and healthy?

If you've lost 3/4ths of this litter, the last one is sick, and you don't have the money for a vet visit, I'd definitely split the parents before the next litter arrives.
