Should I take him/her to the vet? Will it have any affect on his/hers balance?

Might affect balance slightly, but he'll be fine. Nothing for a vet to do.

It could have been something genetic, could have been chewed off when younger or damaged in another way as she grew.
However, s/he should be totally fine to be a normal pet gerbil with a sibling or parent!

It would be interesting if it is genetic. i would love to breed tailess gerbils.
Gerbil is fine though. They do not really need a tail. So long as the back is shaped normally its just superficial.
