Yes, most aa gerbils (Black, Siamese, Burmese, Nutmeg, etc) have white bits on lips and feet, chest and sometimes tail tips.
The only things of interest of these is that if the white on the tip of the tail is accompanied by white toenails on every toe when they should be dark (as with Siamese), you could have a spotted gerbil albeit with no visible spots.
Additionally if the white bits on the feet change the colour of one or more of the normally dark toenails to white then you could have a hidden spotting gene. Gerbils should have either all dark or all light toe nails, not mixed.
Otherwise, is just normal for pet gerbils, however show standard Siamese gerbils shouldn't have any white.

Your gerbil is a fab colour!
I once had a gerbil with the semi-lethal dominant spotting gene that Betty talked about- she basically had some white and some black nails ON THE SAME FOOT. Looked like she had nail varnish on! She died quite young, I don't know whether that was to do with some other effects of her genetics or not.
