Petsmart sells a standard 20 gallo long for 26 dollars. If that is too much I suggest a garage sale

Craigslist is usually full of cheap and useful tanks, You could probably find a used 20 gallon tank for half the price of a new one and it might come with the screen lid.

I got my 20 gallon tank at petsmart they also have them at Petco and Petland ;D, the lid that is good i got at petland it is a mesh, strong lid with a little opener, i also suggest buying clips to hold the lid down, GERBILS ARE MASTERS OF ESCAPE and 20 gallon is not required for two but i got 20 gallon for my 2 gerbils also, and they love it! They will be so happy if you get that size!!! Hope this helps! And may your gerbils live long happy lives ;D

My advice I've notice that 20L tanks are actually cheaper then 20T gal in stores, my petsmart sells them for $31 without a sale, if they have any in stock... but outside of looking at craigslist look at Garage sales, freecycle and even your local thrift type stores. I think Goodwill is a national chain sometimes they have furniture and other stuff, so look in those type of stores. I say this because I got my tank in a thrift store, its a 55gallon tank with a shelving unit with it and I got it for only $10. So sometimes it just takes some looking around for a bit to get a great deal. Here's mine, though a bit messy it's been Gerbil organized.

Each area is different, in my area I can find used aquariums for a buck a gallon, here trying to find an aquarium in a goodwill or other thrift store is like asking for winning lottery numbers before they are drawn, see what works for you, it is all worth giving a shot.
