A 40 gallon tank would be a good setup to start with, and 2nd hand to keep the cost down? Or, if you really want to give them some decent space you could go for a much bigger tank!
Some people convert Ikea Detolfs.

I use an Ikea Detolf and I personally feel it works really well. Only issue is the height - it isn't as tall as a lot of aquariums (although is taller than my 20 gallon was), although I don't find that to be a problem. I got mine second hand really cheaply, but even brand new is very cheap for a glass cage. I recommend any second hand aquarium though, you can get some great deals!

Forgot to mention my boys are in a 79 US gallon tank, was a decent amount of space for them, until they fell out with each other and I had to split the cage! I've got a bigger one in the pipeline so that they'll be back to nearly the space they had originally.

I recently upgraded my gerbils tank to a 55 gallon (US) and it’s been amazing. It has a good amount of room for my gerbils without being too large of an enclosure. I recommend getting at least a 20 gallon tank but I still think that size is still too small. A 40 or 55 gallon is more suitable for a pair of gerbils.
