Yes, all Himalayans have red eyes, this is due to the Himalayan gene lightening the eyes. Genetically they should be black!
As Queenofthenile said, some will have darker tails, they can also have darker ears, feet and snouts too. This usually depends on what colour they should be if they didn't have c(h) c(h).

It really depends where you live. Many people don't like himilayans, so in that sense they may be rare in your area. I would think that himalayans would be less rare than siamese or burmese.

I have a himalayan girl! She has not her dark tail yet, but in one months she'll have it! I expect some DTW pups in the end of january because she is living with a dove sp male Here are very rare this gerbils, but only the breeders want this colour, people in general doesn't like any white rodent

I knew a guy with way to many gerbils, he gave me a PEW because he didn't like it's coloring. Turn's out the cute little guy was a himalayan ;D (DTW). His tail's very dark brown now and he's a daddy(aa chch EE -g PP). I've heard tails get darker if they carry aa and if they live in colder regions. It took about 4 months before his tail really started to show color. Around the petshops here only agouti, black, PEW and dove are available. The white gerbs sit in the stores forever because no one seems to want a gerbil with red eyes
